Our final Senate calls: Democrats reach 54

Thirteen Senate races are rated competitive by at least one of the major forecasters. Here is our call in every one, the numbers behind it, and how confident the numbers let us be.

Democrats need a net gain of 4 for control; Vice President Vance breaks 50–50 ties
Markets: D control
66%
Kalshi 64%, Polymarket 68%

Republicans hold the Senate 53–47 today, counting the two independents who caucus with Democrats. Because Vice President JD Vance breaks ties, Republicans keep control at 50 seats and Democrats need 51, a net gain of four. Published forecast models agree Democrats are favored to get there, with Decision Desk HQ at 57% and Silver Bulletin at 76% in its most recent public update.

The cards below run from the closest race to the safest. The two closest, Kansas and Iowa, are labeled editor's calls because the formula leaned the other way by less than the polling averages disagree with each other.

How we make the call

Every race goes through the same formula, so no race gets special treatment. We put three independent signals on the same scale, from −3 (strongly Democratic) to +3 (strongly Republican), and average them:

  • Race ratings from Cook Political Report, Sabato's Crystal Ball and Inside Elections: Safe 3, Likely 2, Lean 1, Tilt 0.5, Toss Up 0.
  • Polling average: the leader's margin divided by 2, capped at 3. Where no average exists we use nonpartisan public polls only; party and campaign polls are excluded.
  • Prediction markets: the average of Kalshi and Polymarket, with the gap from 50% divided by 10, capped at 3.

The sign of the average is the call. Its size sets the confidence: 2 or more is Strong, 1 or more Likely, 0.4 or more Lean, anything closer Toss-up. When our editors override the formula, the race card says so and shows what the formula said.

The 13 races, closest first

Iowa

Open seat (Joni Ernst, R, retiring)
Ashley Hinson R vs Josh Turek D
Our callJosh Turek (D) Toss-up
Ratings
Cook: Toss Up · Sabato: Toss Up · Inside: Tilt R
Polling
Hinson +0.6 · RealClearPolling average
Markets
R 54% · Kalshi/Polymarket avg.

Open seat with Joni Ernst retiring. The two major averages disagree on who leads (RealClearPolling: Hinson +0.6; Silver Bulletin: Turek +1.2), and the last three polls split two to one for Hinson by 2 points each. Markets lean Hinson at about 54%, and Sabato has said it will likely make Republicans favorites when it clears its toss-ups.

Editor's call. Our formula scores this race +0.30, a hair toward Ashley Hinson. That margin is smaller than the disagreement between the polling averages, so our editors made the call on the freshest data instead. Treat it as a coin flip.

Kansas

Incumbent: Roger Marshall (R)
Roger Marshall R vs Adam Hamilton D
Our callAdam Hamilton (D) Toss-up
Ratings
Cook: Toss Up · Sabato: Toss Up · Inside: Tilt R
Polling
Marshall +0.3 · RealClearPolling average

Our formula leans Roger Marshall by the thinnest margin on the board. RealClearPolling's average (Marshall +0.3) stops at Oct. 14 and misses CNN's Oct. 29 poll (Hamilton 49, Marshall 45). Silver Bulletin's average has Hamilton ahead by 1.1. Markets still lean Marshall at about 57%.

Editor's call. Our formula scores this race +0.34, a hair toward Roger Marshall. That margin is smaller than the disagreement between the polling averages, so our editors made the call on the freshest data instead. Treat it as a coin flip.

Darline Graham was appointed after Sen. Lindsey Graham died on July 11 and won the nomination in an August runoff. All three raters moved the race from Likely R to Lean R between Oct. 20 and Oct. 27. She leads the average by 2.7.

Minnesota

Georgia

Incumbent: Jon Ossoff (D)
Mike Collins R vs Jon Ossoff D
Our callJon Ossoff (D) Strong
Ratings
Cook: Likely D · Sabato: Likely D · Inside: Lean D
Polling

D 96% · Kalshi/Polymarket avg.

North Carolina

Open seat (Thom Tillis, R, retiring)
Michael Whatley R vs Roy Cooper D
Our callRoy Cooper (D) Strong
Ratings
Cook: Likely D · Sabato: Likely D · Inside: Lean D
Polling
Cooper +10.3 · RealClearPolling average
Markets
D 96% · Kalshi/Polymarket avg.

Open seat after Thom Tillis retired. Roy Cooper leads the RealClearPolling average by 10.3 points, Cook and Sabato rate it Likely D, and Sabato notes a Democratic pickup here is assumed in most paths to a Democratic majority.

Nebraska is the one race on this list where the challenger is an independent rather than a Democrat. A win by Dan Osborn would add an independent who has not committed to caucusing with either party, so it wouldn't map neatly onto the control math.
