A Conley win would flip one of the Republican-held seats Kamala Harris carried in 2024.

Cait Conley (D)Democratic nominee
Mike Lawler (R)Incumbent; won 52.1% in 2024

The Hudson Valley’s 17th District is one of eight Republican-held House seats Kamala Harris won in 2024, by 49.9–49.3. Rep. Mike Lawler carried it the same year 52.1–45.8, a strong overperformance. Its Cook PVI is D+1, and New York’s map is unchanged after the Supreme Court blocked a redraw of NY-11.

His challenger, Cait Conley, led the most recent public poll by 2.

Key takeaways
  • Our call: Conley by about 2, a Democratic pickup. Confidence: toss-up.
  • Polls: Emerson for PIX11 (Sept. 27–29) has Conley 48–46. Older summer polls split by sponsor.

The co/efficient memo says it was not sponsored by a candidate, but the firm works for Republicans. The FM3 poll was paid for by the main Democratic House super PAC. The only nonpartisan poll is Emerson’s, and it is a month old.

Why we’re calling it for Conley

1. The district’s lean plus the year

A D+1 district that Harris carried is natural Democratic ground in a year with a generic-ballot lead around 9 points. Lawler’s 2024 win came in a far better environment for Republicans.

2. Conley’s voters are more motivated

Conley’s 7-point lead among the most enthusiastic voters in the Emerson poll matters in a midterm, when turnout drops and the more motivated side usually gains.

3. Lawler has taken a hit

In July, Lawler disclosed a 2012 arrest for driving while ability impaired. It is not the center of the race, but it chipped at a personal brand that has been his main asset.

What would make us wrong

Lawler beat Harris’s margin in this district by more than 6 points in 2024, and he has the money: $8.17 million raised to Conley’s $4.32 million as of June 30. The only nonpartisan poll is from late September and within its margin of error. If Lawler’s crossover appeal holds even partly, as Fitzpatrick’s might in Pennsylvania, he survives.

What to watch on election night

New York’s polls close at 9 p.m. Eastern. Rockland County, Lawler’s home base, is where he needs a strong margin; Westchester’s portion of the district leans Democratic. New York now processes early and mail ballots faster than it once did, so a clear result is possible on election night unless the margin is very small.

How we make the call

Our Final Call weighs nonpartisan likely-voter polls most heavily, then adjusts for each state’s record of polling misses, early-vote data, fundraising and ad spending, and the ratings and prediction markets we cite. The margin is our best estimate of the final result; the confidence label says how often we’d expect a call like this to hold. See every call and our full method →
