The race uses Virginia’s 2021 district lines; the state Supreme Court voided the redistricting referendum in May.

Shannon Taylor (D)Democratic nominee
Rob Wittman (R)Incumbent; won 56.3% in 2024

Virginia’s 1st District voted for Trump by about 5 points in 2024, and Rep. Rob Wittman won with 56.3%. Its Cook PVI is R+3. But in the 2025 governor’s race, Democrat Abigail Spanberger carried the district by about 3 points.

That swing is the foundation of Shannon Taylor’s campaign, and of our call. The district lines are unchanged: the Virginia Supreme Court voided the redistricting referendum on May 8, and the U.S. Supreme Court declined to hear an appeal.

Key takeaways
  • Our call: Taylor by about 2, a Democratic pickup. Confidence: toss-up.
  • Polls: Washington Post-Schar School (Sept. 23–28) has Taylor 50–46.
  • Precedent: Spanberger carried the district by about 3 points in 2025.
  • Ratings: Cook, Sabato and Split Ticket call it a Toss-Up; Inside Elections says Lean R.

Why we’re calling it for Taylor

1. The district has already voted Democratic once this cycle

Spanberger’s 3-point win here in 2025 showed that the district’s Republican lean can collapse in a good Democratic year. The 2026 environment looks at least as favorable for Democrats.

2. The best poll shows Taylor ahead

A 4-point Taylor lead among likely voters in a reputable nonpartisan poll is the strongest piece of evidence in the race.

3. Outside money has evened out the fight

Wittman has outraised Taylor, about $4 million to $2.1 million, but outside groups have spent about $5 million for Taylor, according to the Virginia Public Access Project. Her message on Wittman’s stock trades and the growth of his wealth fits a national Democratic theme this year.

What would make us wrong

Wittman is a long-serving incumbent who won by double digits in 2024, and Inside Elections still sees the race leaning his way. The only independent poll is from late September. If Spanberger’s 2025 coalition does not show up for a lower-profile House race, the district’s underlying Republican lean reasserts itself.

What to watch on election night

Virginia’s polls close at 7 p.m. Eastern, among the first in the country. The district has had the heaviest early voting in the state. Watch the margins in the Richmond suburbs against Wittman’s strength in the rural Northern Neck and Middle Peninsula.

How we make the call

Our Final Call weighs nonpartisan likely-voter polls most heavily, then adjusts for each state’s record of polling misses, early-vote data, fundraising and ad spending, and the ratings and prediction markets we cite. The margin is our best estimate of the final result; the confidence label says how often we’d expect a call like this to hold. See every call and our full method →

Frequently asked questions

Who will win VA-01 in 2026?

Our Final Call is Shannon Taylor by about 2 points, defeating Rep. Rob Wittman, with toss-up confidence.

What do the VA-01 polls show?

The Washington Post-Schar School poll (Sept. 23–28, 609 likely voters) has Taylor ahead 50–46.

Did Virginia’s House map change for 2026?

No. The Virginia Supreme Court voided the redistricting referendum on May 8, and the U.S. Supreme Court declined to hear an appeal, so the 2021 lines remain.

Our Final Call

Taylor by 2. A district that already voted for Spanberger, a solid nonpartisan poll and a Democratic year add up to a narrow upset.
